Attorney David P. Winters to speak at the ABA 2009 Annual Meeting in Chicago
David P. Winters, attorney, will speak at the ABA 2009 Annual Meeting on August 1, 2009, in Chicago. Mr. Winters will be one of four panelists speaking on the topic "Our Decaying Infrastructure: Restoring it to Excellency in Financially Troubled Times" with a targeted discussion on privatization.
Panelists will address 2007 modifications to the Model Procurement Code enabling state and local governments to consider factors other than lowest bids in public contracting as well as innovative public financing alternatives, impact fees, tax increment financing, regional and intergovernmental agreements for infrastructure financing and privatization through public/private partnerships.
