Jeanette Sublett

Ms. Sublett joined Neal & Leroy, LLC in 1993. She concentrates in the practice areas of municipal law, eminent domain, and real estate transactions.


Representative Matters

Represented various public agencies in land acquisition matters, such as acquiring numerous parcels for the construction of public projects including the 6th and 8th District Police Stations, 79th Street Redevelopment Corridor, fire stations, campus parks, and schools.

Represented various public and private clients on public right of way entitlements including vacation, dedication, privileges, easement agreements that required drafting ordinances for legislative approval, and appearances before various entities of local government.

Represented private clients on the successful completion of projects pursuant to Redevelopment Agreements.

Represents the Public Building Commission in the firm’s role as general counsel; drafts resolutions, policies and procedures, legal opinions, and intergovernmental agreements; advises on board governance issues including Open Meetings Act and Freedom of Information Act issues.

Represented the Public Building Commission in settling a case against the general contractor for failure to renovate Soldier Field in a timely and competent manner.

Represented the Metropolitan Pier and Exposition Authority in connection with the McCormick Place West Expansion.

Cook County State Attorney's Office

Ms. Sublett began her career in the Cook County State's Attorney's Office, where she worked for over ten years in the Criminal Division. She was a brief-writing supervisor while assigned to the Criminal Appeals Division. In addition, she drafted numerous appellate briefs and argued numerous times before the Illinois Appellate and Supreme Courts. As brief writing supervisor, Ms. Sublett oversaw the drafting and filing of hundreds of briefs which were filed with the Illinois Appellate Court, the Illinois Supreme Court, the United States District Court for the Northern District of Illinois, as well as the United States Supreme Court.

While assigned to the Felony Trial Division she prosecuted numerous felony bench and jury trials. In 1991, Ms. Sublett became the Deputy Chief of the Civil Actions Bureau, supervising over 90 attorneys. As the chief legal advisor to the Cook County Board of Commissioners, Ms. Sublett was responsible for drafting and issuing legal opinions.
