David P. Winters
Mr. Winters focuses his practice in the areas of construction law, dispute resolution and mediation, litigation, public procurement, and project finance.
Mr. Winters is a former Chief Assistant Corporation Counsel and Deputy Purchasing Agent for the City of Chicago.
Representative Matters
- Counsel, City of Chicago, O’Hare International Airport, Façade and Circulation Enhancement Project. Responsible for managing all claims and other construction, design, finance, and litigation issues with the City’s Law Department and outside counsel, Department of Aviation, contractor, design team, program manager and construction managers.
- Lead counsel, Metropolitan Pier and Exposition Authority for the development of the McCormick Place West Expansion Program. Managed the amendment to the Planned Development for McCormick Place, the land acquisition program, and the procurement programs for the MPEA’s owner’s representative and the design-builder.
- Led procurement program, City of Chicago, Midway Airport Terminal Development Program. As the Deputy Purchasing Agent for the City’s airports, oversaw the development bid package for the new terminal and other facilities at Chicago Midway Airport, which resulted in a bid within the designer’s estimate and Department of Aviation budget for the project.
- Represents municipalities in a wide variety of construction and commercial disputes, including alternative forms of dispute resolution and mediation as well as litigation.
- Represents municipalities in complex construction and commercial transactions, including counseling on project delivery systems; the procurement of program managers, construction managers, design teams and contractors; and negotiating and drafting contracts, leases and licenses.
