Public / Sports Facilities Development

Neal & Leroy has represented governmental entities with respect to the development of public facilities, such as expansions of the McCormick Place Exposition Center, the United Center, White Sox Park, North Loop Development, The University of Illinois at Chicago south campus expansion, the Harold Washington Library development and airport terminal facilities expansion. In this role, we coordinate the activities of participants, advise our clients regarding financing options, legal and tax restrictions, zoning and plan development approvals.

Our firm represents private developers of public facilities. This includes providing advice on how to interface with the various governing bodies having jurisdiction over a public development, how to comply with diversity in contracting requirement, bidding issues, presentation of plans to local public officials and community groups.

We also represent clients who seek to present proposals or bids, and we represent successful bidders who have been subjected to a bidding challenge.
