We have successfully advised our clients on matters including complex land transactions such as acquisitions, dispositions, refinancings, environmental compliance, tax increment financing, new development agreements and redevelopment agreements, coordination of financing and regulatory permits and approvals, sale of single parcels, condominium conversions, and lease agreements that range from individual office or commercial spaces up to large shopping centers and other developments.
We have advised and represented our clients in structuring and restructuring ownership entities such as partnerships, and limited liability companies.
We are highly skilled in the preparation and completion of legal documentation including contracts, mortgages, and financing documents, regulatory agreements and construction contracts. The firm's attorneys and paralegals have extensive expertise in conducting, participating in, and completing all types of real estate closings and related matters. We have acquired and disposed of single family, multi-family, mixed-use, commercial and industrial, and other properties on behalf of both public and private clients. Chicago Transit Authority
For over 20 years, Neal & Leroy has represented the Chicago Transit Authority (“CTA”) in extensive real estate matters including land acquisition for the Green, Orange, Brown, Red, and Blue Transit Lines. In regards to the Green Line matter, the firm acquired parcels of land consisting of improved and vacant lots. The firm acquired and assembled over 100 parcels of land for the CTA’s Orange Line Project connecting downtown Chicago with Midway Airport. Regarding the Brown Line, we acquired approximately 72 parcels of land including full and partial takings as well as aerial, construction, and fee easements. Our firm also acquired approximately 30 parcels of land improved and unimproved in connection with the Blue Line. -
City of Chicago-Block 37
Neal & Leroy served as legal counsel in the City’s reacquisition of a square block in the Chicago Central Business District in the North Loop Tax Increment Financing Area. -
New Kennedy-King Project
Neal & Leroy serves as legal counsel for the Public Building Commission of Chicago. In that capacity, the firm acquired land for numerous public construction projects including the acquisition of 70 parcels of land on the south side of Chicago for the construction of the new Kennedy-King College. The firm also reviewed and provided recommendations for relocation claims proposed and processed by relocation consultants pursuant to Public Building Commission relocation guidelines, and served as relocation appeals agent for relocation claim disputes for the project. -
Metropolitan Pier and Exposition Authority
Neal & Leroy served as special counsel for real estate matters, including acquiring over eight parcels on behalf of the Metropolitan Pier and Exposition Authority for construction of the new West Building in connection with the McCormick Place West Expansion. Our firm worked extensively with relocation specialists for the relocation of homes, businesses, and warehouses. -
The Comer Science & Education Foundation
Neal & Leroy has provided counsel in the acquisition of residential and commercial properties located on the southeast side of Chicago. These real estate development projects were constructed to provide affordable housing, a youth center, and a charter school. Over 200 parcels have been acquired for these clients in the past five years through traditional real estate closings and the use of eminent domain. -
Chicago Public Works Authorities
Neal & Leroy has served as legal counsel for the acquisition and rezoning of land for the Chicago Board of Education, Chicago Public Library, and Chicago Park District for the construction of new schools, campus parks, fire stations, libraries, additions, and parks. -
Mortgage Foreclosures
Neal & Leroy served as legal counsel in the closing of residential and commercial properties acquired by financial institutions and others through foreclosure. -
Public Right-of-Way Matters
Neal & Leroy served as legal counsel experienced in right-of-way issues including easements, encroachments, street and alley vacations, street closings, privilege in the public right-of-way, relocating and negotiation with public and private utilities, acquisition of signboards, and permits for sidewalk, roadway, and highway signage.
