LITIGATION

Neal & Leroy, LLC has extensive experience litigating a range of contested matters on behalf of both public and private sector clients. Over the past five years, Neal & Leroy has averaged three to five jury trials a year and many bench trials per year. 

Our litigation experience includes trial work in the areas of employment discrimination, real estate, eminent domain, and other specific matters including defense of or applications for temporary restraining orders and preliminary injunctions.

We have represented municipalities in the areas of mechanic's lien claims, construction law disputes, administrative law, class action defense, review of historic preservation matters, procurement challenges to minority affirmative action ordinances, municipal procurement representation, land use and zoning litigation, temporary restraining orders, and numerous and extensive representation of landowners and municipalities in eminent domain and other matters.

We have provided legal services including litigation on behalf the Public Building Commission of Chicago for over 25 years in the course of the firm's role as general counsel for the Commission.

We advise and litigate on behalf of numerous other governmental agencies including the Chicago Transit Authority and Metropolitan Pier and Exposition Authority. We represent public officials in Cook County and municipalities including Chicago, Burr Ridge, Berwyn, Evanston, Des Plaines, Countryside, Riverdale, Hodgkins, and Mount Prospect.

We have also advised and litigated as outside counsel to small businesses and various Fortune 500 corporations including Exelon, Sears Holding Company, and AT&T/SBC, including representing these entities in litigation. 

Our firm's attorneys possess the legal research and writing skills for drafting the legal pleadings, including briefs and legal memoranda, necessary in the course of our representation of the entities referenced above.

Key Representative Matters

Public Building Commission of Chicago

  • Neal & Leroy represents the Public Building Commission of Chicago in litigation claims arising out of the construction of Millennium Park, Soldier Field, the Midwest Center for Green Technology, Chicago Central Police Headquarters, Chicago Center for Children’s Advocacy, and Bronzeville Military Academy.

University of Illinois 

  • Neal & Leroy served as legal counsel to the University of Illinois in federal court and before a state agency to successfully assist completion of the University’s $550 million South Campus Development Project. 

  • Neal & Leroy served as legal counsel to the University of Illinois in a historic preservation litigation involving the Maxwell Street Market.

 

Illinois International Port District 

  • Neal & Leroy represents the Illinois International Port District in claims litigation arising out of the construction of Harborside International Golf Center.

 

Private Clients and Other Matters 

  • Defend not-for-profit against injunction seeking to stop construction of its new medical clinic.

  • Frequently represent private owners in suits involving major construction projects.

  • Represent plaintiffs in litigation including:

    • commercial property foreclosures

    • a suit to bar airing of a national television talk show until a mistreated guest was given editorial control

    • suits to redress property damage caused by adjacent construction

    • legal malpractice

  • Counsel to design engineers in breach of contract actions and other litigation.

  • Counsel to governmental entities and property owners in litigation for numerous condemnation matters.

  • Defend employers in federal court litigation brought under Title VI, ADEA, ADA § 1981 and related anti-discrimination laws.

  • Defend governmental employers in § 1983 litigation.
