N&L's Friedman Contributes to Land Use Law Publication

We are pleased to announce that Richard Friedman of Neal & Leroy has contributed to the latest publication of Land Use Law: Special Topics 2025 Edition. Mr. Friedman has written Chapter 5, "Historic Preservation Protections and Incentives," which specifically addresses the complex issues that practitioners may encounter in their work.

This chapter aims to guide the knowledgeable practitioner to deal with historic properties and is split into two sections: (1) the basic laws protecting historic properties and (2) how owners and preservationists may be affected by federal, state, and local preservation laws. Section two explains the benefits owners of historic properties may obtain by taking advantage of federal income tax credits and deductions. Additionally, the chapter guides local tax incentives that encourage the rehabilitation and reuse of historic resources.Â

Mr. Friedman is an experienced practitioner in historic preservation. He has handled many cases involving the protection of historic resources before administrative tribunals, trial courts, and appellate courts. He teaches historic preservation law at the University of Chicago Law School and in the graduate historic preservation program at the School of the Art Institute of Chicago.

Mr. Friedman has advised historic preservation commissions in Chicago, Evanston, and Oak Park. He has also advised clients seeking historic preservation tax incentives, such as historic tax credits, preservation easements, donation deductions, and real estate assessment freezes. He is or has been a director of Landmarks Illinois, Chicago Art Deco Society, and Docomomo-US Chicago.Â
