Anne L. Fredd

Ms. Fredd has an extensive background in various areas of municipal law including governance, legislative analysis and drafting, intergovernmental agreements, procurement, ethics, Open Meetings Act, Freedom of Information Act, and employment matters. She has advised public agencies concerning the development and implementation of regulations and policies to promote business opportunities for minorities and women.

Ms. Fredd’s principal areas of practice are municipal law, construction law, contracts and real estate.

Representative Matters

Lead attorney to Municipal Corporation engaged in acquiring, funding, constructing and renovating public improvements.

Performed general corporate services for municipal client including minutes and resolutions, ordinances, intergovernmental relations, legislation and affirmative action program.

Advised client concerning procurement and contract administration, preparation of solicitation and contract documents for professional services and construction work, bid analysis and resolution of claims and disputes.

Represented public and private clients with respect to various real estate matters including land acquisition and disposition, construction and permanent financing, zoning and land use.

Participated in various public finance offerings as Issuer’s Counsel, Bond Counsel and Underwriters’ Counsel.
