Among Neal & Leroy's 2025 highlights are Scott Borstein's contributions to the Illinois Institute for Continuing Legal Education. Earlier this year, Scott authored two essential chapters in two different IICLE publications: “Processing a Land Use Application in the City of Chicago” in Land Use Law: Practice and Procedure and “Zoning Issues: A Developer's Perspective” in Commercial Real Estate: Property Related Issues (2025 Editions). The chapters are must-read resources for any practitioner working in and around Chicago’s dynamic land use and zoning environment.
Drawing on his extensive hands-on experience before municipal and county boards, commissions and committees, Scott delivers practical, real-world insights on navigating zoning matters, landmarks issues, vacations and subdivisions. These chapters cut through complexity to provide practitioners with the strategic guidance they need to successfully shepherd land use applications, zoning challenges and development projects through Chicago’s regulatory landscape.
Scott’s practice focuses on zoning, land use and real estate transactions, and he brings a wealth of experience in commercial property acquisitions and dispositions, as well as construction document and lease agreement negotiations. He is also a frequent speaker on land use and zoning matters.
